clippers. espn and tmz sports are both reporting that as of today, donald sterling is no longer the kcon trolling owner of the clippers and he has surrendered complete control of the team to his estranged wife, shelly sterling. and according to the tmz sports that decision coming a after a number of secret meetings with shelly sterling and adam silver who has announced that the league will force a tesale of t team after the owner made national tie the raids -- national tirades. joining us is the team legal analyst and walk us through this and what this is going to be. >> well, this -- good morning and thanks for having me. what this means on the face is that there is going to be an

enormous savings to the nba of time and money and effort. it is first, you have to understand that the difference between the controlling and noncontrolling ownership. donald sterling has been the controlling ownership, and with that is the status of the trans transactions of the sale of the team as well. for someone to be the controlling owner and shelly to step in for donald's status of the controlling owner, it has to be done with the nba's permission. if this is true, what it tells me is that this is a deal that has been in the works for some time. and it will signal the imminent sale of the team. the only reason to make this move is not so shelly can actually assume a true controlling owner's role. that is something that the nba has made clear they would not

stand for. and they have been public in the des desire to oust shelly, but if they are allow herg to -- allow ing her to take over the controlling ownership, it is to guarantee that the clippers are sold. >> and donald sterling is considering riding this thing out, and he is not going to go through this, and any idea what happened to that? >> well sh, i think that it has become, and it just became clear that the evidence against sterling was overwhelming. this was the guy engaged in tactics that can only be described as trying to put out a fire with gasoline. everything from the interview that he gave to anderson cooper where he made more statements that were disparaging against magic johnson, and other remark s that weren't just racist or

demonstrated idiocy, but would have given the nba additional leverage to go after him and force what they are doing against him voluntarily. there was also other evidence that he was engaged in the active cover-up to try to destroy the evidence, and making misleading statements, and he was just engaged in one bit of misconduct after another, and i think that it became crystal clear that this is the only path that was going to allow not just an exit, but the most quick exit. >> and in an interview broadcast said that the focus into the alleged treatments and deaths of the v.a. health system should be to fix the problem and not the fire v.a. secretary eric shinseki. >> well, there has to be

accountability right up and down the line. >> shinseki is now, himself, sent out this letter to the veterans saying in part, that you and your families deserve to have full faith in the v.a. and we intend to earn it everyday. if any allegations under review are substantiated, we will act, and the v.a. is redoubling the efforts with integrity and compassion to earn your truth. meanwhile, the president obama's troubleshooting of rob nabors visited the v.a. where the scandal erupted and that is one of the 26 facilities being visited nationwide with the statement that bonuses were issued with performances. >> they were awarded performance

bonuses for lowered wait time. >> and now, when it comes to the obama v.a. scandal, alison grimes joined john barrow and dave scott to call for shinseki to resign, but john boehner says that it is much bigger than one m man. >> this is not about the secretary, but about the entire system underneath him, and the general can leave and we can work around for months to go through the nomination process, and we will get a new person, but the disaster continues. >> seep your military responsibility from the "huffington post" david huff joins me. do you buy that? do you buy that the scandal would continue even if shen eck sek ki is out? >> well, i don't agree with

speaker boehner much, but this is one i do, because i think that they are hoping to get the good health care people at the v.a. i was talking to a v.a. psychiatric nurse last night and she is saying that her father who served in world war ii korea veteran tried to get in and experienced the same problems and gave up and said, i am going to go off on my own private insurance in the 1970s, and so 245 the problems are not new, and they are going to take a long time to fix. >> and the florida republican congressmanb jeff miller heads the house veterans affairs committee, and he said today that what has come out so far, quote, just the tip of the iceberg. what are you hearing about that? >> well, i think that he is exactly right. i think that i have been talking to a lot of the v.a. people over the last few weeks actually, and here is the problem, the people who schedule veterans to get in to get health care are realtively low paid clerical

people, and so if you have a scheduler and a guy who says, i want to see a doc, and he says, well, he is scheduled up for the next three months and so i will put him on the waiting list over here, and when we get into the 14-day window that is a v.a. requirement, i will put him on the official list, but the problem is that the scheduler can't say, sir, you know what, general shinseki, we can't do this, because we don't have enough docs or people, because the culture of the fear inside of the v.a. is such that people don't dare complain. so you have jgeneral shinseki saying that we need accountability and rules, and the rule is 14 days that you get to see the doc, and the people at the bottom saying, well, we can't do that, and you know, we

don't want to say anything, because there is no, you know, there is no protection if we complain. >> david, thank you. appreciate it. have a good kweekend and frank comments today from russian president vladimir putin ahead of the national elections in ukraine. and this morning, putin answered questions from the foreign journalists at an investment forum in petersburg, rush sharks and among them was geoff cutmore. >> as you know president obama has beening ak kuzing you -- has been accusing you of separatist groups -- >> who is he to judge, who is he to judge? quite honestly, why doesn't he get a job in court somewhere. i don't think that he accused me. it is his point of view. i have my point of view. >> and putin went on to say what

happened in ukraine a constitutional coup d'etat, and he said that they will support the presidential vote sunday, and now we are joined by annabelle from london, and what else struck you by president putin at that forum in st. petersburg? >> well, those comments in particular that you were playing were interesting, because he said, i have my point of view, and he has his point of view, and the body language is animated, who is he to judge? why doesn't he get a job in a court somewhere? but apart from the comments basically the tone struck me as being conciliatory and admitting that the military imposed sanctions were hurt hing and yes, we will accept the ukraine presidential elections, and that is the first time that he said that they will recognize the outcome of the election and work with them. he said that russia wants to see peace and stability to return and adds that he hopes that

ukraine will halt the military operations against the activists in the country, there is a lot of violence disrupting the polls, and two people killed at least today as a result of the clashes and violence yesterday, craig. >> and anabell, you mention ed the vote sunday, and what can you tell about the preparations ahead of the vote? there is concern can expressed statewide that the turnout is going to be considerably lower than what was initially expected? >> well, of course, there is concerns about the security in polling situations in the east of the country, but the government in kiev is saying that they are hoping to keep it under control, and that possibly about 20% of the polling stations in the east might be affected, but overall, they are hoping for a good turnout, and a very safe vote, craig. >> anabelle roberts for us, and we are following developing coup in thailand.

they have now detained the prior prime minister, and they are headed into the meetings or face arrest. and officials in this country are condemning the coup and asking for restoration of the current government, and the ambassador in thailand says that i h are be reviewing the cooperation with bang -- bangkok, but they are saying that it has led to more than two dozen deaths and 700 injuries minimally. >> and now in ben gau zishgs both sides are busy figuring out the next step of the select committee. the two sides have not met together yet, but the democrats did get together themselves briefly yesterday. one of the democrats is congresswoman linda sanchez of california joining me live. and first of all, what came out of the meeting? >> well, it was a brief meeting

and just to kind of huddle, and to for our leader representative cummings to explain that he is going to be meeting with tray goudy the cha-- trey gowdy, the chairman of the select committee and to sit down to talk about the next steps. >> four reports so far on benghazi from the house alone. what more do we hope to learn from this committee? >> well, that is the question. and that question needs to be posed to mr. gouwdy, because insisting on the committee, we need to know the scope of it. >> why join the committee before that question has been answered? >> well, because, to give them carte blanche and say that we won't sit at the table is to allow them to run roughshod into whatever conspiracy theories, you know, they can contemplate. it is clear that they are using

the select committee for the political purposes and they have been fund-raising off of it. the question that mr. gowdy has to answer, what is the select committee looking for and what evidence or facts does he think that exists that have not been brought the light in the eight reports that have bp prepared and the numerous investigations that have already taken place. >> and congresswoman, and here is the thing, a lot of folks who have been very critical of the decision for you guys to even join this thing. how real is the concern that nothing comes out of this except for more of the same hoopla and the prop gaganda that we have sn so far, and instead of it being a republican witch hunt, it is now a bipartisan witch hunt or the bipartisan circus, and how real is that concern? >> well, the concern more clearly expressed is that in having unequal number of people

h on the comm on the committee, they will have the votes to do whatever they want, but by having the democrats in the room, we can check them at every turn with every decision that they make. we can you know check them when they are playing loose and fast with the truth, and stand up for the process and point out where it is not being transparent, and where it is not being fair. and if we are totally absent from that room, they can message all that they want. it was suggested that we should boycott and stand outside at the microphone saying it is a kangaroo court, but it old after a few days and nobody is going to want to cover you saying the same thing over and over again, and so it is critical for us to be in that room. >> and what are the families saying to that leadership about this? >> well, you know, it is heartbreaking, but the families don't want to see this used for political purposes, and we ought to respect their with wishes. and the best to do for those

families to honor those who gave their lives in the service of the country is to be tenacious to getting at the truth and not allowing the misinformation and the half truths pedalled about this event to continue to be put out there as the truth. >> congresswoman linda sanchez from california, thank you. >> thank you so much, craig. and right now, chicago cops are under investigation for this shocking video. that video is part of the federal lawsuit to accuse the officers of making racially-fueled comments and physically abusing a handcuffed woman. the police department calls the alleged conduct irreprehensible, and i will talk to the woman's lawyer next. and president obama is expected to announce a shake-up naming popular mayor julian castro to the new post.

and she started screaming, because she thought that she was being robbed. the officers struck her in the head while she was on the knes s and handcuffed and then one of the officers is heard making racially charged threats. >> the police tell us that the alleged conduct and comments are irreprehensible, and intolerable in the police department. and we have a code of conduct to be provided by all of the officers, and if these allegations are substantiated, appropriate action will be taken. and now, the suit makes some serious claims here, who is the woman's attorney, and you are claiming that the officer held his hands over her nose and mouth and making it difficult for her to breathe, and did tsh

give them any reason for that behavior? >> well, no. and for jessica and the last suit, she has the video. if she did not have the video, it is her word against the police, and most people know how that goes. >> and she is from china. and she has been a u.s. citizen, as i understand it since 2011, and you say that she's somewhat rare in that she is willing to stand up for her rights in this case. have you found that it is a big problem in the immigrant community there in chicago? >> yes, well. craig, i don't think that, you know, the police don't abuse people like me. the police termed bad apple police officers, because they are not all bad for the most part, the police themselves are embarrassed by this video, and ashamed of the officers, but, you know, for the most part the bad apple police officers don't abuse people like me, and the people who have the power to do something about it, but they abuse the people who are black or brown or an immigrant or have

criminal convictions and unable to stand up for their rights or nobody will believe at least that is what the police think. so when you have a video like this, technology is actually changing people's perceptions of the police, and people like me are able to see what the police do to some groups of people as they did to jessica cli s. >> what was your client saying as all of this was going down? what was she saying to the officers? >> on the video, you can hear her saying stop hitting. i did not do anything wrong. why are you doing this? repeatedly. >> and what are you seeking in terms of the relief? >> we have just filed this l lawsuit, and so at this time, it is unspecified amount of damages. she ended up with bruises all

wife who is in a nursing home. that is in addition to the conservative blogger, and those people are continuing to deny any involvement. what is this meaning for mcdaniel's campaign, mark? >> well, it is all about the timing, craig. we are less than two weeks away from the primary contest, and this is one that the tea party has been circling as we all know that they had the tea party had a tough time gaiagainst the republican establishment candidates this past tuesday and difficulty in north carolina, and this is an opportunity to take down an incumbent republican senator, and the indications were that chris mcdaniel was on the glide path to give him a run for his money, but this h is going to throw all of that into the uncertainty right now, and the reason being is that it is the issue driving the race now, and this is the story that everybody is focused

back to the breaking news that we brought you at the top of the hour. nbc news has confirmed that donald sterling has given up control of the los angeles cl clippers to his estranged wife shelly. sources tell nbc that shelly sterling has agreed to v voluntarily sell the team, but at this point though there is no word on the time line for that sale. sources telling nbc that there is no truth to the rumor that shelly sterling is suing the nba. against the backdrop of all of that, this -- outspoken businessman and dallas mavericks' owner mark cuban is now apologizing to the the family of trayvon martin about some candid remarks he made about race. those remarks have pasparked widespread criticism.
